(a) The Commission shall attend all meetings called by the Chairperson of the Commission and as shall be called at the direction of the City Council.
(b) At the first regularly scheduled meeting, the Commission shall adopt by-laws governing the procedure for the regular and special meetings of the Commission and defining the duties and powers of the Commission.
(c) The Commission shall elect a Chairperson, a Vice-Chairperson and a Secretary, all of whom shall serve for a term of one year commencing from the date of the first regular meeting. Officers thereafter shall be elected for a one-year term upon the expiration of the preceding terms of the previously elected officers.
