(a) The Fire Department shall consist of a Fire Chief as provided for in the City Charter and as designated in these Codified Ordinances.
(b) The other officers of the Fire Department shall consist of those deemed necessary by the Fire Chief to insure efficient operation of the Department and shall be appointed and removed by the City Manager upon the recommendation of the Fire Chief.
(c) In addition to the Fire Chief, the Department shall consist of a number of employees as needed for the effective and efficient operation of the Department as determined by the Fire Chief. These employees shall be appointed by the City Manager, with the advice and consent of the Fire Chief according to the employment standards as outlined herein, and those employees shall be compensated as provided by the City Council.
(d) The Department shall adopt the sections of National Fire Protection Association (NFPA) Standards that are applicable to volunteer or part-paid fire departments to serve as operating guidelines.
