208.25 MAXIMUM SIZE OF DISTRICT.

No special assessment district shall be created by the Council for any one public improvement which includes property having an area in excess of twenty-five percent of the total area of the City. No public improvement project shall be divided geographically for the purpose of circumventing this provision.
