§ 31.21 APPOINTMENT.
   The Chief, the Assistant Chief and firefighters shall be appointed by the Council. In making such appointments, the Council shall take into consideration recommendations of the members of the Department. Each officer and every other member of the Department except a probationary firefighter shall serve during good behavior and may be removed by the Council only for cause after a public hearing.
