§ 3A.2 APPOINTMENT; TERM; VACANCIES; QUALIFICATIONS; DUTIES; COMPENSATION.
   (A)   Members of the Commission shall be appointed by the City Council, who may consider recommendations of the Commission members.
   (B)   Appointments shall be made subject to the following provisions:
      (1)   The terms of all Commissioners shall be for three years. A term of office shall expire on December 31 of the third year. Vacancies shall be filled for the unexpired term.
      (2)   The Commission shall act in an advisory capacity to the City Council, the City Manager or the Airport Manager regarding matters relating to the city airport as follows:
         (a)   To advise on the long-range planning, maintenance, development and operation of the airport facilities and services;
         (b)   To advise on issues relating to zoning, noise, encroachment, airspace and issues related to airport safety;
         (c)   To advise on additions or modifications of city ordinances relating to the airport;
         (d)   To advise the airport manager in the preparation of the annual budget and long-range airport capital improvement program;
         (e)   To advise on public relations and fixed-base operator relations;
         (f)   To advise on the subject of funds available to the city for the development of the airport and airport facilities from federal, state and other sources; and
         (g)   To advise on any matter referred to the Commission by the City Council, City Manager or Airport Manager relative to the airport.
      (3)   (a)   A vacancy on the Commission shall occur when a member's term of office expires or when any member dies, is removed, resigns or is disqualified.
         (b)   A member may be removed from the Commission by a majority vote of the City Council. A member is disqualified and automatically removed from office if he or she is absent from two consecutive meetings of the Commission without the prior consent of the Chair of the Commission. The City Council, it its discretion, may rescind the automatic removal provided herein and reappoint the subject member to the Commission.
      (4)   There shall be no compensation for members of the Commission.
