(A) The Chief of Police shall lead by professional example and by participating as a member of the city management team. He or she shall organize the Police Department to accomplish its mission and shall coordinate and control the operations of major divisions within the Police Department, as well as its relations with other law enforcement and public safety agencies. The Chief of Police shall have the power and duty to assure that all members of the Police Department enforce all ordinances of the city and all federal and state statues applicable to the Police Department of the city or that delegate the power of enforcement thereof to the Police Department of the city. The Chief of Police shall also have the power and duty to preserve order, to prevent infractions of the law and arrest violators thereof, and to suppress riot, public tumult, disturbance of the peace or resistance against the law or public authorities in the lawful exercise of their functions.
(B) Other responsibilities shall include such activities as:
(1) Direct the administration and operation of the Police Department;
(2) The review and evaluation of Police Department procedures and policies;
(3) Conducting staff meetings and inspections to evaluate and improve departmental performance and efficiency;
(4) The direction of the Police Department toward meeting goals and objectives;
(5) Recruiting, training and work performance of Department personnel;
(6) Maintenance of Department reports and records;
(7) Maintenance, safekeeping and proper disposition of evidence and property;
(8) Administration, operation and direction of the city police communications center;
(9) Administration, operation and direction of city animal control duties;
(10) Planning for Departmental needs and programs;
(11) Providing advice and counsel to the City Manager on matters pertaining to law enforcement;
(12) Providing information and maintaining external relations with the public;
(13) The preparation and control of the annual operating budget for the Police Department; and
(14) Any other responsibilities or duties which may be delegated by the City Manager.
