This chapter is to provide minimum precautions based on scientific information and engineering considerations. Larger floods than those anticipated by this chapter can occur. Compliance with the provisions of this chapter will not assure that flood damage will not occur. In addition to measures included in this chapter, individuals must make their own assessment and take their own precautions to prevent damage from flooding as may be required by their particular circumstances.
