(A) The city recognizes the unique commercial, architectural, historic and aesthetic value of its downtown commercial core area. It is intended that this classification be applied in areas where the continuance of this development pattern is the desired use and that are designated “C” on the land use diagram of the city general plan.
(B) The specific use regulations set out beneath the column titled “H-C” in the chart marked “commercial zones and permit requirements” in § 25.79 shall apply in all H-C districts.
