The water rate shall be adjusted automatically on June 1 of each year by a percentage equal to the previous year’s December-to-December percentage of increase in the U. S. Consumer Price Index: U. S. Cities Average. At a noticed public meeting, the City Council shall review the water rates and determine whether the rates continue to be reasonably related to the current and ongoing needs of the city’s municipal water system. In addition, the City Council, by ordinance or resolution as required, may adjust the rate as it shall determine proper from time to time.
