§ 24.20 CHARGES WHEN METER OUT OF ORDER.
   If at any time a meter shall be out of order and incorrectly registers the amount of water used, the consumer shall be charged with an average monthly consumption as shown by the meter before it ceased to correctly register the amount of water.
