(A) The owner or occupant of any premises supplied with water shall be responsible for payment for water from the time the use of water is commenced until the Finance Director is notified in writing to discontinue the service.
(B) (1) No local agency furnishing water for residential use to a tenant shall seek to recover any charges or penalties for the furnishing of water to or for the tenant’s residential use from any subsequent tenant on account of nonpayment of charges by a previous tenant.
(2) The local agency may, however, require that service to subsequent tenants be furnished on the account of the landlord or property owner.
(C) Flat Rate Consumers shall be assessed a minimum monthly charge for service of less than 30 days if usage is below the minimum level for the billing period. Flat Rate Consumers having service for ten days or less at a location during a billing period shall not be assessed a minimum monthly charge.
