The Purchasing Officer may authorize in writing any using agency to purchase or contract for specified supplies, services, equipment or public works projects directly, provided that:
(A) All purchases or contracts are made in conformance with the procedures herein established, in which instances the using agency shall have the same discretionary authority as conferred herein upon the Purchasing Officer.
(B) Periodic reports are submitted to the Purchasing Officer, at the times and in the form as he or she may require, as to purchases and contracts made under written authorizations.
