§ 2.62 CENTRALIZED PURCHASING SYSTEM CREATED; EFFECT ON LOCAL BUSINESSES.
   A centralized purchasing system is hereby created for the city. When making purchases pursuant to the system, vendors and contractors who maintain places of business within the city may be given preference of 5% if quality, price and service are equal. In making a determination pursuant to the foregoing, the using agency may consider the benefit derived by the city from sales tax revenues which would be received by it in awarding the quotation to a vendor or contractor who maintains a place of business located within the limits of the city.
