The purpose of this article is to adopt a purchasing system which will:
(A) Establish uniform and systematic procedures for the purchase of supplies, services, equipment and public works projects;
(B) Secure the purchasing requirements of the city's offices and departments at the lowest possible cost consistent with the quality needed;
(C) Provide procedures to assure positive financial control over purchases; and
(D) Clearly define authority for the purchasing function.
