§ 19.51 PURPOSE; NECESSITY.
   It is in the public interest that public telephones be placed on the public sidewalks of the city or on public areas, at locations to be designated as provided in § 19.52 of this article. The telephones will aid fire protection, the prevention and detection of crime and the reporting of accidents and other emergencies. The telephones will also be a convenience to the public. When so located, the telephones will not unreasonably interfere with the rights of the public to use the sidewalks and areas, and will be consistent with their dedication to the public.
