§ 2.60 FUNCTIONS, POWERS AND DUTIES; BUDGET.
   The Planning Commission shall perform the duties and have all of the rights, powers and privileges specified and provided for in this code or by state law and shall serve as an advisory board to the City Council on all matters relating to planning and development.
