(A) Any person who constructs or causes to be constructed any building or makes any major improvements amounting to $3,000 or more, shall construct curbs, gutters and sidewalks in accordance with city specifications for the full length of the lot frontage unless adequate curbs, gutters and sidewalks already exist. Whether or not adequate curbs and sidewalks exist shall be determined in each instance by the Director of Public Works and an endorsement to that effect shall be made upon each building permit at the time it is issued.
(B) The roadway shall be constructed in accordance with city specifications along the full length of the lot frontage from the gutter line to the street center line or tied into the existing pavement at a point determined by the Director of Public Works. In the case of single family residence construction or improvement in excess of $3,000, curbs, gutters and sidewalks need only be constructed for a distance equal to twice the frontage of the building and the roadway need not be constructed.
