§ 19.25 ORDER BY COUNCIL TO NUMBER PREMISES; FAILURE TO OBEY ORDER.
   The City Council may at any time order numbers to be placed upon houses and buildings in the city in accordance with this article, whenever the same have not been numbered as required herein. Notice of the order shall be given by the Director of Public Works by delivering a copy of the order personally to the owner of the property, or by mailing a copy thereof to the owner if the owner cannot be found in the city. If the owner cannot be found, and his or her post office address be not known, then the service may be made upon the occupant or the person in charge or control of the property. If the house or building be not numbered according as required in the order and this article within 30 days from the date of the service, then the Director of Public Works shall procure and place upon the house or building the proper number, the expense thereof, with all costs incurred therein, shall be a debt due from the owner of the house or building and to be a charge and lien in favor of the city upon the property upon which the house or building is situate, and may be enforced and collected by the city by suit in any court of competent jurisdiction.
