(A) Variances in the provisions of this article may be approved in cases of unusual hardship which would result from the strict application of the regulations.
(B) Upon receipt of a written request for variance, the Planning Commission shall, within 45 days, consider the request and submit a report thereon to the City Council.
(C) The City Council shall act upon any request within 30 days of receipt of the report thereon.
