In all cases where the property proposed to be served has not contributed to the cost of the street improvements the director of public works shall require payment to the city of a pro rata share of the cost of the street improvements serving that property as a condition precedent to the right of any person to acquire access to the street improvements. The payment fixed shall be subject to revision by the City Council, if requested by the owner of the property.
