(A) The City Council hereby finds that the preparation and adoption of certain precise plans, which are provided for by law, is necessary to implement elements of the master plan, and to promote and protect the public health, safety, comfort, convenience and general welfare.
(B) The City Council further finds that the official mapping of all public highways, streets, roads, alleys and other ways, and the precise mapping of existing and proposed future streets and alleys for purposes of giving notice of proposed widening or extension is in the public interest, and necessary to accomplish the purposes of the streets and highways element of the master plan.
