With the exception of utilities and communications, no person shall erect, construct or install any structure or facility over, under, upon or across any street, alley, sidewalk, street right-of-way or other public property without first having obtained a permit from the City Council, except that if the erection, construction or installation shall not exceed a period of ten consecutive days, the Director of Public Works may grant the permit.
