(A) The Parks and Recreation Department is hereby established for the city.
(B) The functions of the Department are to provide opportunities for wholesome year-round public recreation service for each age group and to develop and maintain in an attractive and safe manner the parks and recreation areas and facilities of the city, and to insure that the facilities are suitable for a wide variety of recreation purposes.
