(A) The Commission, at the first meeting of each calendar year, shall elect, from its membership, the Chairperson and Vice-Chairperson, who shall hold office for the term of one year or until the election of their successors.
(B) The Commission shall adopt rules and regulations to govern procedure and shall by vote set a time for regular meetings which will be held at least once each month and shall determine the manner in which special meetings may be held and constitute a quorum. Absence from two consecutive regular meetings without formal consent of the Commission may be deemed to constitute the retirement of the member and the position declared vacant.
