(A) There is hereby created the Parks and Recreation Commission consisting of five members, both men and women.
(B) The Parks and Recreation Commission members shall be appointed as follows:
(1) Three members to be recommended by the Mayor for appointment by City Council, one of which may be a student from one of the local high schools;
(2) One member to be recommended by the High School Board of Trustees for appointment by the City Council; and
(3) One member to be recommended by the Elementary School District Board of Trustees for appointment by the City Council.
