§ 13.76 GENERAL.
   (A)   The Traffic Safety Committee of the city shall recommend to the City Council locations of parking spaces for the disabled.
   (B)   Upon approval by the City Council, the Director of the California Department of Transportation shall properly mark and sign parking spaces for the disabled.
