The speed of any vehicle entering, traversing or leaving the lots shall not exceed five miles per hour and the Director of the California Department of Transportation is hereby directed to cause appropriate signs to be erected on the parking lots setting forth the speed limit as herein prescribed and directing the flow of traffic within the lot.
