The City Council may, by resolution, from time to time designate as traffic conditions warrant additional parts of the public streets of the city to be zoned as herein provided and it shall be the duty of the Director of the California Department of Transportation to cause the same to be painted in the color designated by the City Council. The City Council may, by resolution from time to time, as traffic conditions warrant, change or remove existing zones.
