(A) The City Council may, by resolution, from time to time designate parts of the public streets to be used exclusively for the parking of taxicabs operating in the city by consent of the City Council, official vehicles of the city bearing exempt license plates and official vehicles of other governmental jurisdictions bearing exempt license plates.
(B) Resolutions designating parts of the public streets to be used, as herein provided, shall not be effective until and unless appropriate signs designating and describing the area involved are installed.
