No vehicle shall be stopped or left standing at any time in any of the hereinafter described alleys, except only when operation of loading or unloading the same is actually in progress and the vehicle is attended at all times during the loading and unloading:
(A) The alley between and parallel to Main and Rio Streets, from Elm Street northerly to hickory Street;
(B) The alley between and parallel to Washington and Main Streets, from Sycamore Street northerly to Union Street;
(C) The alley between and parallel to Jefferson and Washington Streets, from Pine Street northerly to Hickory Street;
(D) The alley between and parallel to Madison and Jefferson Streets, from Pine Street northerly to Hickory Street;
(E) When public necessity, convenience and safety require it the City Council may, by resolution, designate any alley in the city as one in which vehicles shall not be stopped or left standing, except only when the operation of loading or unloading the same is actually in progress and the vehicle is attended at all times during the loading and unloading;
(F) Whenever an alley is designated as one on which vehicles shall not be stopped or left standing as herein provided, whether by the specific terms of this section or by resolution of the City Council, it shall be the duty of the Chief of Police to procure and cause to be erected at each entrance to any alley, appropriate signs indicating that it is an alley on which vehicles may not be stopped or left standing as provided in this section or resolution.
