§ 2.14-1 ESTABLISHMENT OF RULES, REGULATIONS AND PROCEDURES.
   The City Manager is empowered to establish, from time to time, the rules, regulations and procedures, not inconsistent with the provisions of this code or state law, as he or she may deem necessary in the discharge of his or her responsibilities governing the function, conduct and operation of the several offices, departments, commissions and boards of the city and shall so inform the City Council of the actions.
