In the inability to act or the absence of the Finance Director, the City Manager shall sign all warrants drawn on the City Treasurer, in the inability to act or the absence on the part of the City Manager, the Finance Director shall sign all warrants drawn upon the City Treasurer and in the inability to act or absence by both the City Manager and Finance Director, then the City Council shall meet in a special/emergency meeting to authorize a signer of warrants drawn by the City Treasurer until such time as a Finance Director or City Manager is available.
