No dealer shall be permitted to participate in any game while dealing, excepting if there are less than five players other than the licensed dealer, the dealer may participate in the game. At the time as there are five players other than the licensed dealer, the licensed dealer shall cease to participate in the game and shall become the sole dealer. A licensed dealer shall, at all times, be present at the table, either as dealer or participant.
