(A) Commercial card room licenses may be issued by the City Council to qualified applicants for use at specified locations. Applications shall be on forms prescribed by the Council and shall be accompanied by the annual license fee.
(B) (1) Licenses may not be transferred, leased or otherwise assigned without prior Council approval.
(2) Licenses may be renewed annually with the written approval of the Chief of Police. Licenses may be suspended by the Chief of Police for any violation of this chapter.
(C) Denial or suspension by the Chief of Police shall be subject to appeal to the City Council at its next meeting upon written request.
