Every dog owner having a dog over the age of four months shall obtain a license:
(A) Within 30 days of the date upon which the dog is over the age of four months;
(B) Within 30 days of the date of ownership of a dog which was over the age of four months upon the date of ownership; or
(C) Within 30 days of the date of loss of a dog license or tag.
