No person shall own, harbor, control, keep or bring any dog over the age of four months into the city unless the dog has attached:
(A) A valid metallic license tag issued by the authority of the county;
(B) A valid metallic license tag issued by the city; or
(C) A valid metallic license tag issued by another city or county of the state so authorized to issue.
