It is unlawful for any person to own, harbor, control or keep any dog, dead or alive, within the city suspected of rabies without reporting the suspicion to the Health Officer and submitting the dog to the examination of the Health Officer or his or her representative. It shall be the duty of the Health Officer, when called upon, to examine or have examined the dog if it is suspected of having rabies.
