(A) During the term of the covered project, the applicant shall divert materials from the solid waste stream that can be diverted for alternate uses, per the applicants building permit conditions. To the maximum extent feasible, project materials shall be separated on site if this practice leads to an increased diversion. For construction and/or demolition projects, building permits will require diversion of divertible material including, but not limited to, salvageable materials (e.g., appliances), dimensional lumber, concrete, brick, asphalt, cardboard, scrap metal, wood waste, vegetative waste and roofing material. In building permits for covered projects, the Community Development Director or designee (authorized officer, official or agent of the city) shall insert the following statement or an applicable variation thereof:
During the project, the Contractor will be responsible for compliance with Chapter 5, Article VII of the Red Bluff Municipal Code, regarding diversion of construction and demolition debris. The contractor shall use best efforts to separate material such as appliances, dimensional lumber, concrete, brick, asphalt, cardboard, scrap metal, wood waste, vegetative waste and roofing material. Separated debris may be taken to a local landfill, but shall not be mixed with waste to be disposed at the landfill” face.
(B) The applicant shall be encouraged to contact their waste service provider or the Tehama County/Red Bluff Landfill for suggestions to minimize disposal costs and maximize diversion. The applicant shall also be encouraged to be familiar with other requirements governing the disposal of solid waste in California, including materials that are restricted from disposal in municipal landfills.
(C) This chapter does not require the use of specific waste service providers or require disposal of waste or divertible material at the Tehama County/Red Bluff Landfill.
