The owner of all houses, buildings, or properties used for human occupancy, employment, recreation, or other purposes situated within the city is required, at its expense, to connect suitable toilet facilities directly with the proper sewer in accordance with the provisions of this chapter and the rules and regulations of the city sanitary sewer system, within 60 days after the date of official notice to do so; provided, that the public sewer is within 100 feet of the property line.
