Any such regulation, limitation, or prohibition regarding the use of city-supplied water shall become effective upon the date specified by the adopting resolution for such time period specified therein. No such regulation, limitation, or prohibition regarding the use of city-supplied water shall become effective until at least 24 hours after the publication thereof in a newspaper of general circulation in the city.
