The City Council may, by resolution, regulate, limit, or prohibit the use of city-supplied water for lawn sprinkling, filling swimming pools, washing cars, or any other purpose deemed by the City Council to be non-essential to the extent necessary to assure an adequate water supply for domestic and commercial needs and fire fighting.
