In addition to all other rights and remedies available to the city, under either the City Charter, city ordinances, or the laws of the state, the city shall have the right to discontinue garbage collection service to any premises for which the charges established herein become delinquent. The discontinuance of garbage collection service as a result of delinquency shall in no way relieve the obligation to pay the annual garbage collection rate or any portion thereof.
