(A) The city shall provide, by contract, for the collection of garbage from all properties within the city. The users of garbage collection services contracted for by the city residing in or otherwise occupying residential property within the city, and any tenant of such owners occupying such property or any part thereof as a residence, shall be responsible for and shall pay or provide for the payment of an annual garbage collection rate, the same to be paid in monthly installments. The annual garbage collection rate and the monthly installments shall be established and provided from time to time by Council resolution, after a public hearing to be scheduled on not less than 21 days’ notice with such notice to be published according to applicable law.
(B) This section, as amended, shall become effective ten days after publication.
