The following shall be the tap rates to be charged for connection to the water system of the city:
(A) For each three-fourths inch water tap, water tap rates shall be in the amount established by resolution of the City Council, or the sum of the cost for time and materials; and
(B) For each one-inch tap or larger, water tap rates shall be in the amount established by resolution of the City Council, or the sum of the cost for time and materials.
