The Council shall call a Special Municipal Election to be held on the first Tuesday after the first Monday in November 2002 to elect a person to the office of Mayor and two persons to the office of Councilor. The persons elected shall serve a term beginning at noon on January 1, 2003 and expiring at noon of January 1, 2004.
Persons elected to the offices of Mayor and Councilor in the first General Municipal Election held in accordance with Section 4.5 of this Charter in November 2003 will assume office at 12:00 noon on January 1, 2004. The term of the person elected to the office Mayor in this election expires on January 1, 2006 and the terms of the persons elected to the office of Councilor in this election expire on January 1, 2008.
The Council shall also call a Special Municipal Election to be held on the first Tuesday after the first Monday in November 2004 elect two persons to the office of Councilor. The persons elected shall serve a term beginning at noon on January 1, 2005 and expiring at noon on January 1, 2006.
Thereafter the City shall conduct the General Municipal Election as provided in Section 4.5
