Section 17.1  Election to Adopt this Charter
   This Charter shall be submitted to a vote of the qualified electors of the City at a special municipal election to be held on Tuesday, August 8, 2000.  This election shall be conducted under the provisions of the existing Charter by the officers responsible for conducting and supervising elections, following election procedures provided by law.
