The City may own and operate public burial places, either in or outside the City, as the Council considers necessary for the public welfare and convenience of residents of the City. The Council may prohibit or restrict the interment of the dead within the City and order any bodies buried in violation of a City ordinance to be taken up and buried elsewhere.
