Section 14.3  Organization and Officers
   At the first meeting in May each year, the Planning Board shall select one of its members to be chairperson.  The Clerk-Treasurer, or other person designated by the City Manager, shall serve as secretary of the Board.  No person shall serve as chairperson for more than two consecutive years.
