The Council is not authorized to sell, exchange, lease, or dispose of any unexpendable assets belonging to any City utility system unless three-fifths of the voters approve the proposition for such purpose in an election. The provisions of this section, however, shall not apply to the sale or exchange of equipment which is worn out or useless or which, with advantage to the service, could be replaced by new and improved machinery or equipment.
