The Council shall establish a Board of Review and appoint three residents of the City to the Board for three-year terms. The terms shall be staggered so that the term of one member expires on December 31 of each year. Persons who are members of the board when this Charter becomes effective shall continue in office until such time as their appointments expire. Two members of the Board of Review shall constitute a quorum for the transaction of business. The Council shall establish the compensation for this office. The Assessor shall be the Clerk of the Board of Review and may be heard but shall not vote on Board actions. Members of the Board who regularly fail to attend the meetings of the Board or who conduct themselves in a disorderly manner may be charged with misconduct in office.
